Fix references to use ReSpec and SpecRef (#133)

* delete erroneous [[acTL]]

* ISO-639, 1988 replaced by BCP47, 2009

* Use Specref code for ISO 646

* replace ancient C (ISO 9899) ref with current one

* NTSC (SMPTE ST 170M)

* ISO 3309

* Latin-1, ISO 8859-1

* sRGB

* ICC spec references with ReSpec

* RFC1123 using ReSpec

* RFC1950, RFC1951

* RFC2045 not actually used

* RFC2048 not actually used, either

* RFC3066 replaced by BCP47

* H.273 using ReSpec

* ITU-R BT.2100 using ReSpec

* ITU-R BT.2100 using ReSpec

* Remove vestigial hard-coded Normative References section, replaced by ReSpec normative references

* Fix esisting Informative references
