Remove the frameset example in G128 #4006 has only one thumbs up but does have two reviews. This led to sidebar discussion on how to best treat obsolete techniques. The files are not being deleted, and URLs exist, but are not linked up.

Input Purposes for User Interface Components is an appendix, so should be marked as non-normative #3777 Opportunity to discuss WCAG 2.x treatment of appendices. WCAG 2.0 has the glossary formatted as a appendix even though normative. Will need to go through CFC.
