Prepare for CR Transition

• make SOLID ref informative (issue Fix normative references / convert to informative, where applicable #809)
• confirmed that link fixes have already been applied to main index.html (issue Apply link fixes to the main branch #820 )
• add explicit links to sections in S&PG at line 4203 for single-tenant and multi-tenant servients
• remove lines 4614-4616 (line numbers before above change), avoiding mention of nosec
• Export static version from ReSpec: static.html
• run HTML tidy and fix all warnings and errors (in both the main version and the pub version). Output: Overview.html
  • note: warnings about aria-model ignored, those are generated by ReSpec exporter

I need to merge this before I can run the link and pubrule checker, as unfortunately github.io will not serve HTML from a branch. There are some changes to the main index.html but they are either purely editorial (e.g. HTML markup fixes) or agreed upon in the last Architecture call today.
