Fixing bugs on sqlite.connect and ruleset conversion

Hello,

When using sqlite.connect(), the script creates a temporary file in the project folder. To avoid this creation, i added uri=True on line 463.

When converting this ruleset from yaml to Zircolite json, i've found an encoding error, which is fixable with encoding="utf-8" on line 1313.
