New feature:

• When --name is provided it overrides the stream name that will be tagged with the image publish. If not, the stream name or url will be used to tag the image. ecr-meta/ecr-science-description.md has an example of this feature.
• upload.py takes the same argument. If not provided, it will use the file name as the name.
