This PR temporarily disables the WASM CI workflow by commenting out the test-wasm job. The change is being made to facilitate a migration to rstest testing framework in PR #11990, after which the WASM CI will be re-enabled with issues addressed.

I'd like to enable wasm ci again after migrating it to rstest in #11990.
