Make it easier to include a screenshot when reporting a bug (focus on mobile, but extended to all places we can reach)

As a mobile bug reporter
When I report a bug
Then I want it to make it easy to attach a screenshot
So it can be more helpful and get solved faster.

I guess this is related to #452 (addons provide mechanisms to include screenshot) and #24 (people can drag and drop/upload images from the desktop site). Perhaps this is a milestone that encapsulates both of those?

I added a milestone - https://github.com/webcompat/webcompat.com/milestones/Add%20a%20screenshot%20feature but I think if we achieve one of those - drag & drop, mobile web screenshots or browser extension screenshots, that would be great. If it's easy to kill two birds, then wonderful.

For the Desktop browser extensions* and Firefox for Android users, we can take it for them. For people on other platforms, we'll need to provide a generic upload mechanism.

*For example, Chrome exposes a desktopCapture API to its addons.
