feat: add target triplet classifier #1

Host Triple (target triplet) classifier.

Separate classification from fetching the build asset URLs
Get a sample of the oldest, most recent, and in-the-middle releases for manual review / unit test comparison
no releases contradict manual classification
- (loose default matches are ignored)
no releases are unclassified
all architectures are accounted for
architecture waterfall
- linux-arm64 => armv7a, armv7l, armv7, armv6l, armv6hf, armv6, armv5
- darwin-arm64 => x86_64
- windows-arm64 => x86_64
- windows-arm => armv7 => armv7l, armv6l, armv6hf, armv6, armv5, armv7a
- generally good arm32 waterfall ???
