Bump tar, npm and @angular-devkit/build-angular

Removes [tar](https://github.com/isaacs/node-tar). It's no longer used after updating ancestor dependencies [tar](https://github.com/isaacs/node-tar), [npm](https://github.com/npm/cli) and [@angular-devkit/build-angular](https://github.com/angular/angular-cli). These dependencies need to be updated together.
