Bump http-cache-semantics and npm in /src/Frontend/camFrontend

Removes [http-cache-semantics](https://github.com/kornelski/http-cache-semantics). It's no longer used after updating ancestor dependency [npm](https://github.com/npm/cli). These dependencies need to be updated together.
