There's a risk that this could reveal to a website whether its user is wealthy (cloud available) or not (local-only). I think there are ways to mitigate this (e.g. help users choose to use their cloud subscription or not per-site), but it should be addressed in the privacy considerations.

I think the intention was more to convey the idea of a freemium vs. paid tier ("try before you buy"): You'd use on-device for the freemium tier and the paid tier users would use a better in-cloud model. I think a way better signal for wealthy or not—that's currently no doubt exploited by some websites—is to look at the user agent and change prices dynamically based on Android vs. iPhone.
