Add OpenAPI docs powered by Redocusaurus #1218

We will publish Wechaty Puppet OpenAPI soon and we need a good place to put the OpenAPI//Swagger docs.

The Redocaurus is a great project created by Rohit Gohri, and we decided to use it.
