If I understand correctly, wsrv.nl blocks domains using two strategies:

The only way to determine if a domain is explicitly blocked seems to be searching issues by hand, which is inconvenient.

Is there a list, which can be easily accessed just like https://wsrv.nl/ips.txt, of explicitly blocked domains?

That would be a large wall of shame. I'll investigate if we can maybe modify the error shown.

Commit fe22ad7 improves the error message for blocked domains/TLDs. This has just been rolled out to production.

I am unsure if the commit made it easier to distinguish OpenDNS domain tagging and Explicit blocking.

IIUC, anidb.net is blocked because OpenDNS tags it as Television, Anime/Manga/Webcomic (#422, https://domain.opendns.com/anidb.net), but i0.wp.net is explicitly blocked (#287 (comment)). Both, however, return Domain or TLD blocked by policy now and make no difference.

You can assume it is explicitly blocked if the domain does not fall within the previously mentioned OpenDNS domain tagging categories.

Feel free to use the provided source code to host your own solution if you're experiencing any issues with this.
