Add contributors

Update list of contributors in Contributors.md with all individuals who have code that has been merged with the repo. Update .all-contributorsrc with other types of acknowledgement.

Action Checklist

• Set up an appropriate development environment (please see CONTRIBUTING.md)
• Create a new branch with a short, descriptive name
• Work on this branch

  • corresponding changes to documentation have been made
