Since this certificate is self-signed and uses a Store-specified DN, there is little security loss in committing it to this repo.
With this change applied, self-signed build artifacts will cleanly upgrade over each other, instead of having to manually extract and re-trust the signing certifiate each time. (The old way resulted in the thumbprint changing every build.)
