Fixes link time error resulting from incomplete autoconf test designed to test if pass word based should be enabled or not. Error occurs when the following conditions are met:

(OPENSSL_EXTRA or HAVE_WEBSERVER) is defined
(ENABLED_OPENSSLEXTRA and ENABLED_WEBSERVER) are not defined.

enable-bump and disable-ecc were the configure options used to test this on a 64-bit Little Endian system.

enable-bump produced this error originally on a 32-bit Big Endian system.

I don't believe pwdbased is the correct answer. It's not required for bump. What's the underlying problem? Let's fix that instead of adding a hack on top of it.
