pgbouncer uses pandoc for document generation , which depends on Haskell (ghc or cabal) so its currently blocked by these tooling

Thanks @ajayk! To unblock, perhaps we can skip docs, either for an initial release or until there's demand for it? I'd expect that most users would use this to run a container in their environment, and would be reading docs via the web site anyways.
