reliably build and test building wolfi from scratch #3580
Description
As the number of wolfi packages have grown, we haven't done the best job of reliably testing that the entirety of wolfi-dev/os can be rebuilt from "scratch".
This is a meta issue to track (and reference) the efforts involved in:
- fixing any packages that have collected assumptions about existing state in order to build
- ensure we automate and test building from scratch in CI on some regular cadence
now that #2318 is in place and we have a calculated dag, we're ready to invest in ensuring we can rebuilt the world only relying on stage3 and built packages.
