Podman and Skopeo both own /etc/containers/policy.json

Podman and Skopeo both own /etc/containers/policy.json, resulting in an error during apko builds.
Please can this file be moved to a containers-policy package, shared between them both?

hey @p5 thanks for the issue. I understand it's coming in both packages as of now with almost same content but long term I think having a containers-common approach would make things easier and then we can use the same package at runtime for both skopeo and podman.
