Tested and verified that after running composer install in src everything passed as expected:

This PR updated the PHP version we use for developing to 8.3, but WPCS ^2 is pretty much 8 or less.
Since WPCS ^3 is still unreleased, this PR changes it to the
developbranch instead, as per this issue.Testing Instructions
make phpcsand assert it works
