Describe the bug
Curse of Weakness priority is only considered as an armor reduction debuff and is never cast as the selected AP debuff

To Reproduce
Steps to reproduce the behavior:

  1. Run any default Tank sim with Curse of Weakness selected as AP debuff and FF selected as armor debuff
  2. Observe that CoW debuff is never applied
  3. Rerun sim with CoW deselected
  4. Observe that DTPS is unaffected
  5. Rerun sim with Vindication or Demoralizing Shout/Roar selected
  6. Observe that DTPS is significantly less due to AP debuff present

Expected behavior
CoW should be applied with priority as an AP reduction debuff even if Faerie Fire is up.

Additional context
It seems correct behavior would require two different Tags with different Priority attached to the aura.
