Add support for PHP 8.1, by:

Actually using PHPUnit Polyfills in the testcase
Updating dependencies
Making use of latest wp-cli which includes a fix for mysqli error reporting default mode change (See Fix default mysqli error reporting mode for PHP 8.1+ wp-cli#5582)
