Remove qiskit_ibm_runtime import from MockIQBackend code

The import was only used for subclassing
`qiskit_ibm_runtime.fake_provider.fake_backend.FakeBackendV2`. The code
now subclasses `qiskit.providers.BackendV2` directly.
