[FEATURE]: configure regular board

Summary

When the user selects the option "Configure Board" for a regular retro, he should be redirected to a new page: "Add new regular board". In this page, an input to insert the board's name , a "go back" button, a "cancel" button, a "create board" button and a section called "Settings" should be available (the "Scheduling" tab will not be available for now. The "Participants" and the "Configurations" tabs will be done on #677 , #678 and #679 ). Also, this page should have the same figma's design.
