Interactive actions: Only 10 actions are displayed

CMS: 4.1.2, 4.2.0

When adding interactive actions, only the first 10 actions are displayed in the Actions tab. Any additional actions beyond 10 are hidden and cannot be accessed or managed through the UI.

Steps to Reproduce:

1. Navigate to Layouts and add a layout.
2. Click on Interactive Action from the Left side bar
3. Click on the Actions tab in the Layout Editor.
4. Configure an action (e.g., set Trigger Type to "Touch/Click" and Action Type to "Navigate to Layout").
5. Save the action.
6. Repeat step 4 to add at least 11 actions.
7. Observe that only the first 10 actions are visible in the Actions tab.

Expected Behaviour:
All added actions should be displayed in the Actions tab, or there should be a way to navigate through the full list.

Actual Behaviour:
Only the first 10 actions are displayed. The rest are hidden.
While actions beyond the 10th still work in Preview Mode, they are not visible or editable in the UI. Layout ID: 3022 (For internal reference only)
