-Fixed being able to start to drag if ngDraggable was set to false and fixed if it was set to false while dragging it wouldn't put the draggable down

This is a fix for the issue: #144 - now it doesn't allow to start dragging if ngDraggable is set to false and it will put down if it set to false while dragging.
If i did something wrong with the PR then say, it is my 1st time opening PR on public repo.
