fix for: resize doesn't work for IE11 on win10 and win7

The problem was as i started to drag for resize on IE11 "mouseleave" was triggered and canceled my resize attempt. After my fix it works very good, as i tested it on IE11 with windows 10 and IE11 with windows 7. The resize stops when "mouseup" event is triggered. |
