Preset installation

This PR introduces a wizard for creating new manuals. It streamlines the process, particularly after installing the extension and no manuals are configured (no page with doktype=701 & pid=0).

• Should presets always be installable (adding button for admins)?
• Should the presets contain multiple languages?
• Should presets be configurable? (new install step: e.g. select language)

Adding new manual records maybe done with https://github.com/codappix/typo3-php-datasets
This way, the data could be used during tests

Maybe keep in mind, that the preset data should be easily maintained for further TYPO3 versions.

Just an idea: use some kind of markdown for preset chapters and parsing them while installing the preset.

(Re)Generate empty templates for all available content elements and plugins.
