New TOML specs are in the work, it will probably require to add more tests and check that Tomlyn is actually following it.

The issue should probably be renamed to "Add support for TOML 1.0.0" since 1.0.0's full spec is done now.

One major change that needs to be supported is the ability to have mixed types in arrays.

Fixed by dacad96 available in Tomlyn 0.3.0+
