that CI could not ever work due to "matrix.os == 'ubuntu-18.04'" condition also, creating tar file is redundant, GH automatically creates them as the most recent 1.3 release was created without this job, let's drop this definition

in theory, some new automation may be implemented (if needed) like release creating by tag or/and automatic changelog upload
