Первая часть правильно закодирована в юникод, вторая в ASCII.

Вот, как выглядит строка в браузере

Возможно, в вашем проекте для вывода используется не UTF-8? i18n работает только с юникодом, если нужно использовать другую кодировку, можно перекодировать на лету или для конкретного проекта переписать все переводы.
