healthcheck: ignore unresolvable databases

Originally HealthCheck ignored databases that it could not resolve through scheme cache. In some cases that allowed to avoid unneeded issues in HealthCheck response. After #15609 tablet issues on these databases are propagated to root domain - this is an undesired behaviour change and should be reverted
