The path to the topic in federation mode

The error has been fixed. In federation mode, it was necessary to pass the full path to the topic when calling DescripeTopic. Otherwise, the call ended with the error status: SCHEME_ERROR, issues: { <main>: Error: unknown database root, code: 500040 }
