KIKIMR 20897/move mvp to github

[StekPerepolnen]

• added ydb/mvp
• added ydb/public/api/client/yc_private/ydb and supporting files
  • including files in vendor/google.golang.org/genproto/googleapis
  • ydb/public/api/client/yc_common
• revert package name in ydb/public/api/client/yc_private/operation/operation.proto from ydb.yc.priv.operation to
  yandex.cloud.priv.operation for the sake of correct assembly
• copied depend files from kikimr/yndx/security/simple/ to ydb/mvp/core/security
• copied depend files from kikimr/yndx/testlib to ydb/mvp/core/testlib

left inclusions in namespaces and packages such as NKikimr and yandex since they were not changed everywhere
