Describe the bug
Syncing new tool to project works, but it doesn't propagate correctly down the hierarchy.
To Reproduce
Steps to reproduce the behavior:
Create new tool in Custom Attributes
Add tool to your project
Run action Sync to Avalon (local)
You should see your tool in avalon mongodb correctly
But when you run application from task under this project, it doesn't pick up this tool and you can check it in avalon mongodb that tools_env on asset is empty.
Furthermore adding your new tool to asset in ftrack and syncing doesn't help.
