Is your feature request related to a problem? Please describe.
when changing global environment settings in 3.0. They only get applied after restart of pype. User has no way of realising this

Describe the solution you'd like
We should alert user after changing these settings that they will only be applied after restart and ideally also allow to trigger the restart straight away
