概要(Summary)

管理者が信頼できないなどの理由でフォロワー限定やDMを配送したくない事がある。
pleromaにはQuarantined instancesの名前で存在する機能

なぜ必要なのか(Purpose)

公開投稿は流したいけど非公開投稿は流したくないインスタンスの扱いを改善する

自分で実装しますか？(Do you want to implement this feature yourself?)

ホワイトリスト連合代わりにこれデフォルト有効にする設定default.ymlに追加しても良さげな気がする
