Use Grizzly instead of JDK-HTTP to improve JAX-RS module test speed by 15X

Description

The JDK-HTTP test server is notoriously slow. This PR replaces it with the much faster Grizzly2.

Motivation and Context

Before (jdk-http) - Almost 32 seconds

After (grizzly2) - Less than 2.0 seconds

  • Bug fix (non-breaking change which fixes an issue)
  • New feature (non-breaking change which adds functionality)
  • Breaking change (fix or feature that would cause existing functionality to change)
