Windows Beta: Failed to migrate setting on first fresh installation

Summary

After fresh installation, on first start, Zed shows an errror message "Failed to migrate settings. EOF while parsing a value at line 1 column 0".

Description

Steps to trigger the problem:

1. Install Zed first time on Windows
2. Start Zed
3. The error message appears (see screenshot)

Expected Behavior:
If there are no settings to migrate, there should not be any error message.

Actual Behavior:
On first start, Zed shows migration error message
