Have placed the config cache in the local.php.dist.

I like this.

However I think that is better comment the values.

Are we sure this works?

I've tried the example provided, tried wrapping it in 'module_listener_options' within local.php and it only seems to create the config cache inside my /data/cache directory is when it's defined inside application.config.php

An akrabat blog post suggests this would never work, as he's checking APPLICATION_ENV to load a different application.config.php: http://akrabat.com/zend-framework-2/caching-your-zf2-merged-configuration/
