New coding standard
- added PHP 7.0, 7.1 and 7.2 builds - removed IRC notifications - updated install section - removed documentation deployment
- renamed documentation directory: doc -> docs - updated .gitattributes and .gitignore - moved all support files into docs directory - added PR and ISSUE github templates - renamed LICENSE.txt to LICENSE.md and update - updated composer.json skeleton - updated license headers
