Content-Disposition is specific to map requests

Content-Disposition: attachment; filename="map.osm" suggests a filename of map.osm, but this is not a particularly suitable filename for nodes, ways and other non map? requests

I think this is partially a wider UI question.

When clicking "Export" from osm.org there are obvious advantages to the result downloading by default. Right now if on a node browse page you click "Download XML" in Chrome, you are shown the XML, it doesn't download it to a file.
