Details: * The setup of Python in Github Actions fails for Python 3.5 since a few days ago. This change removes any test runs on Python 3.5 and notes that in the installation section of the docs. Signed-off-by: Andreas Maier <maiera@de.ibm.com>

I have opened actions/setup-python#866 for that. This change allows us to have successful test runs without a fix for that. Once we get a fix, we can revert this PR.
Note that this change does not drop the support for Python 3.5. It is still "best can do".
