An operator is allowed to manage any Space, even if they are not a member. But if they are not a member, they don't see any of the space members when they go to the space's /membeships page.

Debugging this I realized that this is happening because I was logged in as a guest, and not a member of the Space. The real bug here is that as a guest I should not be shown the ⚙️ icon to manage the space.
