List of custom labels for Help Wanted filter

The custom labels are used to label project repo issues, see: https://github.com/codeforkansascity/Code-for-America-Projects-Hub/issues/17 and in the Progress section of project page, see: http://codeforkc.org/Code-for-America-Projects-Hub/prototype/CfAprojectPage.htm

Custom labels can be used as categories in the 'Help' section of Projects Hub card and in the filter panel. The title of the issue would be displayed in the 'Help' section of the card.

For instance, this Custom labels for repo issues issue should have both '[Code] Other' custom label and 'help wanted' label on GitHub. The issue would then be presented in the Help section of CfA Projects Hub card as: 'Custom labels for repo issues', and the card would be visible, if one were to use filter for 'Code Other' on Projects Hub.

Additional project labels: 'project discussion' -- for general discussion of the project, 'project card top image' and 'project page cover image' -- for storing card and page images on GitHub (URLs are used in the Projects Hub layout).
