Bug: New Node Can't Get Valid Proof Of Ownership In Experimental Network

Description

On experimental network, we can't get a proper proof of ownership for node registration demo.

error: Proof of ownership expired.

Expected behavior

Valid proof of ownership shoud be produced on any situation, where the node is already in sync with the other node.

regarding ProofOfOwnershipExpired error we face on demo day last week, it's possible it's already solved with the snapshot bug fix yesterday

so here's how web wallet register node:
GetPoown( NEW_NODE )

RegisterNode ( n100.experimental, poown )
the snapshot bug cause the new_node never catch up fully with the network (due to wrong registry table), causing the gap of block_height between new-node and experimental network

I'll close this bug for now until it surface again
