BUG: onboarding has multiple bugs/inconsistencies

What happened?

Onboarding section has multiple inconsistencies:

1. validation error when folder is not selected (BUG: validation error in onboarding folder selection step #994 )
2. layout shifts going from step 1 to step 2 resulting in bad ux
3. progress is already 33% on first step and 67% on second step, i haven't even pressed next or filled the form so how is that progress? starting point should be 0%
4. last step has "next" instead of "done"
