Beneficiary Counts Dashboard: Link to filtered list not working

the links generated by the beneficary count dashboard widget with its split-ups (e.g. by location or gender). Sometimes do not generate the correct link / url encoding. In some client instances the filter term is in lower case while the relevant enum ids would be uppercase. Therefore the list is shown without active filtering when clicking on one of the lines of the dashboard widget
