Fixes #1333.

Description

Disables Jetpack feature hint.

Find where the feature hint is displayed.
Check out PR.
Reload the page to check if feature hint has been removed.

Closing this in favour of the upstream fix in Jetpack. We can re-open and push out if there are sites actively experiencing issues.
