feat(docs): New getting started flow

Closes #2960

This PR

• Restructures getting started / aztec.js / sandbox / cli content so it's in an order that makes sense nothing is reused
• Implements Diataxis philosophy in CLI, sandbox, aztecjs, and getting started sections
• Creates reference pages for CLI and Sandbox (any new stuff we dump into there!)
• Creates a basic getting-started guide for Aztec.nr (I know the counter contract is very simple, but one thing I've learned from our feedback partners & people in discord is that it helps a tonnn with understanding syntax and has unblocked people. so i defo want it in our docs. and it's fast to go through)
• Creates new top level Updating page

Detailed results

All benchmarks are run on txs on the Benchmarking contract on the repository. Each tx consists of a batch call to create_note and increment_balance, which guarantees that each tx has a private call, a nested private call, a public call, and a nested public call, as well as an emitted private note, an unencrypted log, and public storage read and write.

This benchmark source data is available in JSON format on S3 here.

Values are compared against data from master at commit 006a07a1 and shown if the difference exceeds 1%.
